As BCF looked at new countries to enter, it thought carefully about these issues. Which nations had these infrastructures in place—or the political will and capital to build them?

Helen had come a long way since her childhood experience in Beijing. As she and Jill prepared to present their accomplishments to BCF’s board meeting at the United Nations General Assembly in New York, they kept returning to their goal of serving the “bottom billion” of society. How could they unify BCF projects toward this larger global goal?

Described as a “shared blueprint for peace and prosperity,” the United Nations Sustainable Development Goals focus on 17 issues ranging from ending poverty, to improving health and education, to tackling climate change by the year 2030.20 By strategically focusing on projects that tie into the United Nations 2030 Agenda, Helen and Jill hoped they could multiply the impact of new BCF projects—and attract new partner governments as well.

They also wanted to measure results. Their idea was to create an impact model to monitor the social impact of each of their projects, and then publish an impact report for each project. In the spirit of transparency, these reports would be freely available to the public.

BCF’s early projects showed promise. But by far the project with the most donations was the Binance Charity Wallet, the “open fund” that could be disbursed as BCF chose. But which projects should receive these donations?

While Helen had many valuable political connections, government relations would clearly be a big part of BCF’s success. How much time and energy should they focus on these efforts, and in which countries?

These were big questions, and they were a small team. While blockchain technology could multiply their efforts many times over, they were still making up a new model of philanthropy as they went along. If you were in Helen and Jill’s shoes, how would you reach the “bottom billion”?
